Add vault secrets for Radarr and Sonarr API keys to enable
exportarr metrics collection on monitoring01.

- services/exportarr/radarr - Radarr API key
- services/exportarr/sonarr - Sonarr API key
- Grant monitoring01 access to services/exportarr/*
