Add configuration for storing some info about the site.

Config values should be read from file, if not set, use defaults, then override any options which have been set by environment variables

Config should have the following options.

  • Ports for HTTP and WebRTC
  • Site title
  • Logging options
  • Keys for Push API
  • Enable/disable optional features
